I've voted for the whole of Tamriel, but I think that's more of a fantasy than anything that's truly possible and not to the extent that most of us would love. I'd love to be able to roam the whole of Tamriel just adventuring or be able to sign up as a guard on a Khajiit trading caravan and travel the lengths of Tamriel with them. Or a lowly bard singing and playing for your supper (LP has a great mod on steam called become a bard allowing you to travel Skyrim singing in taverns). Or a courier, just you a horse and your delivery's. I loved the idea that Dragons Dogma had where a character you created could be hired by another gamer to help in their quest, this might be cool if you could hire other gamers characters via some sort of Mercenary guild earning that gamer cash for his game. Or have the ability to join a friends game with your character, I'm not talking MMO but just you and a friend playing. I love the Elder Scrolls and the idea of adventuring on your own, but sometimes it would be fun to fight off a horde of bandits with a mate.
As for what it'll be about I've no real idea, maybe something around the Aldmeri Dominion intent to conquer the whole of Tamriel, though I did read a blog post somewhere that wanted to see what happened to the Dwemer and the Snow Elves. A great mod idea would be if you were searching in a Dwemer ruin and you were beamed back into the body of a young Dwemer warrior or mage, and saw a fully working and lively Dwemer community in action. Realistically I'd except any new TES game in any area with the exited glee of a child in a all you can eat sweet shop.
