the only non boring way to level fast is imo snchant some gear with free alteration and then go into a town and mass paralyze people, once alteration is 100 reset it and repeat, or you could use telikensis and pick up a random object outsude white run and while holding the odject fast trave to riften, though i never did that personaly but others say it lvls fast. so unless you hate grinding out 40 levels, you may need to resort to exploiting lol. also go to dwemer ruins and collect metal, go toa wood block, preferably near a smithing station and chop alot of wood, alot of fluffing wood, then make dwarven arrows, this will level BS and give you an endless supply of arrows to either keep and go pew pew to enemines, or sell for coin. also try making a weapon with soul trap and just charge gems to enctant a bunch of iron daggers or leather peices, that will lvl enchanting and bring in coin and you can reset enchanting to keep leveling up.
Why? What possible RP justification could there be for such behaviour?
In your "Paralyze" scenario, I suppose you could just a total a-hole and want to mess with people.
I suppose the "Telekinesis" thing could be justified if you wanted to get that thing from one location to another, but, since I don't use fast-travel as there is no "teleport" spell, it seems kind of pointless.
At least with the arrows and the soul gem/enchanting thing I can work it in to RP, but the other two?????
Lol... Why does he have to justify anything? Low level Skyrim is BORING after you've played a bunch of hours.
But if justification is necessary, he could just craft his butt off, grind spells, whatever and pretend that he took time off from adventuring to go to some college somewhere for some intense education. Or, like me, my builds are basically drones until I get them up to at least lv50. You can level and not gather so by the time I hit 50, I'm basically broke and my inventory is basically empty.
Then I 'arrive' in Skyrim. Why do we always have to start Skyrim as a useless grunt? Why can't you leave Helgen and just train, train, train until you are ready to quest? Just because the Jarl wants me to go kill a dragon doesn't mean I'm ready to do it. I mean, if you can't find a way to work training into RP I don't know what to tell ya.
