Weather changes way too fast

I began noticing this when I made built my Lake view homestead......I fast travelled there and it was sunny/clear and thought I'd check out the view from my new library tower....when I go inside and climb up the ladder which takes a matter of seconds, I emerge at the top to find there is a blizzard.......is it supposed to be like that because it really kills the ambience. And when I go in and out a few times immediately...I end up with a beautiful sunset. I'll try recreate it in another location.

Lakeview is odd as the area open to all types of weather patterns there, it's just part of the game, don't know if there's really a fix.
