There's only one hell, the one we live in now.
There is an Argonian adventurer called Mujarin who becomes Jarl of Riften (This is 7 years after the events of Skyrim, after the Civil War, Alduin conflict by the way).
He takes great pleasure in his new position at the expense of pretty much everyone in his Hold. He bosses his court and servants around like crazy and they cannot legally do anything about it. He teases and aggravates Nords by calling them commoners and puts them in jail for a week when threatened. He also travels to other villages in his Hold (escorted by guards of course) where he annoys anyone who isn't him. He isn't a nasty person at all, he's really just an annoying overlord for his people. While he does act very lazy in his role as Jarl, he does have trusty allies to make sure his court doesn't revolt against him.
I need help thinking of a good conflict for my story. There isn't really any major conflict in it so far.
