It has to be the Empire. One of the key reasons the Stormcloaks are so mad at the Empire is that they "bow to the Thalmor," but without the Empire Skyrim is an independent and weak realm ripe for taking by the Thalmor. Not only are the Stormcloaks lead by a racist, self-serving, power-hungry zealot, they fail to understand that this rebellion for rebellion's sake weakens Skyrim as a whole in the long run. The Thalmor are more "evil" than either the Stormcloaks or the Imperials, and it is the Empire that recognise staying unified against this threat is the only way to protect Tamriel from Thalmor domination.

Thalmor have already won fools. You can run to the Empire or you can run to the Stormcloaks however neither of them can outrun the Dominion or for that matter the Thalmor. Unless maybe you go to Morrowind, well what's left of it. XD
We argue based on the way things should be, you know, what we see as being 'fair'... How we would like things to be... The Empire is really alright and Ulfric is a nice guy and look how nicely his hair is braided. None of that matters, this is THE END for the Imperials and the Stormcloaks. Elven supremacy is the only truth.

I hope so. The Stormcloaks are lame! Take it from an Altmer.I picked the Stormcloaks because my character's race is a Nord. I felt like it was a better choice to follow with the Stormcloaks because everyone that you talk to say how all true Nords are against the Imperials. So that is really the reason I choose the storm cloaks over the Imperials. My first playthrough I choose the Imperials and I don't really remember how the storyline. Maybe the next time I play through Skyrim I will revisit choosing the Imperials over the Stormcloaks.

Went underground, multiplied in vast numbers and their surface raids became legend as the Nords would blame them for almost every misfortune. Now slowly gathering to invade the surface in an endless cruel uncompromising wave spurting up from under every corner of Skyrim?
I was a High Elf and still went with Stormcloaks anyhow. They just had to learn to respect me and my race. I suppose the threat of being decapitated at the beginning of my journey may had something to do with my choice. Both sides are power hungry so just have fun.
We need A UNITED EMPIRE to defeat the rebuilding Aldmeri Dominion! Why can't you people see that? A newly independent Skyrim led by Ulfric and flanked by the Dragonborn would still be too weak, as its citizens and cities in general have been ravaged by a bloody civil war against their own people. If a united empire can't defeat the Thalmor, do you think a region who just got burned to a crisp by the return of the dragons, the living dead, and blind elves lurking in the shadows, can stand a chance against them? No! Unity is the solution, and you know it deep down!

The pro-Imperial Jarls or other powerful nobles and merchants would probably end up plotting against Ulfric, and even if they managed to assassinate him - before the Thalmor do, *cough* - there would be an empty throne, again. In the meantime the civilians are plucked apart by rogue soldiers, bandits, rogue mages/necromancers, dragons and what have you. Stormcloaks = Skyrim's gravediggers.
Plus, by the time the Stormcloaks have rebuilt, Cyrodiil will be Dominion territory. And once they've established themselves well enough in Cyrodiil, Skyrim will be next. R.I.P.

Cyrodiil wouldn't become Dominion territory if the Legion was bolstered by all the Legionnaires currently illegally occupying Skyrim, like the US Army did in Iraq. IIRC, the reason the Great War ended in a truce was because both sides were losing a lot of people, and the war effort couldn't be sustained. As of the events in Skyrim, you've got, what - a good half? of the Legionnaires that would be stationed in Cyrodiil off fighting against Nords who just want independence and religious freedom. Those troops ought to come back home and defend against the real danger. Same logic I believe in for the real world. US bases on foreign soil should be closed.
