I'm currently playing a level 13 Breton vampire. On my way to Riften I cleaned out the bandits at this fort. After all, Vampires need a comfy place to sleep during the day scattered around Skyrim.
Well, I went back there only a few game days later and found the Stormcloaks had moved in. They're pretty nasty and won't let me hang around at all. Strangely, they will let me use their horse without considering it stealing. But that's a risky move during the day. Ended up running back to Riften.
