If and when it is possible to download the game and try it for a week or two without buying the box, I might give it a go. Heck I'd probably subscribe for a month or two if the upfront cost were closer to zero.
However, as ESO has always looked like a poor version of ES set in an MMO (which for a strong single player RPG never made sense to me), it has never really been something high on my interest list. As such, I'm not willing to spend $60 just to try.
I believe at this point Zenimax realizes the 'buy to pay' conversion and console launch is the last major cash grab left for the game, and is trying one last time to get ES fans to part with their cash by forcing the purchase of the box, regardless of whether the actual MMO game is found to be enjoyable or not.
I just hope we hear about a new ES game soon, I'm still a little miffed that after Skyrim, we got ESO instead of a new single player ES (one with multiple player support would have been awesome).
