I've seen him near the Battle Born Farm at Whiterun, at Dragon Bridge going over the bridge, down the road from Trevor's Watch & on the road near Mistwatch Tower.

Yes, but never in the daylight. I guess his head appears in daylight.

He led me to Hamvir's Rest. It's guarded by some skeletons and a scaled Draugr. There's a master chest and a helm to be found behind a grate.

I didn't have any Philter's of Phantom on me at the time to test if he gives you a quest if you appear spectral to him. May try it out when I have time.

I have had a Ghost lead me to Hamvir, but pretty sure he wasnt on a horse. Maybe it was the horseless headsman rather than the headless horseman

Yep, I think he's called the Headless Horseman. They put it in as some sort of easter egg.

Yeah, first time I saw him was out near Dragon's Bridge. I lost him as I got distracted by a dragon. I just happened to be passing by Hamvir's Rest last night and saw the ghost in the yard. just standing there. It did have an option to talk to him but he didn't respond.

As for the skull, I did that. I picked up one from the dead skeletons and held it there as I took the picture

Second time I saw him on another character, was on the road outside of Whiterun (west of it near Greenspring Hollow) at night. I trailed him down the road to Hamvir's Rest but he disappeared. I might have to take that character back and see if he's there again.

I've never seen a Philter's of Phantom. Where can I find one? I wonder if the shout to become etheral would work?

They can be obtained during a barrows quest next to Iversted. An NPC pretending to be a ghost uses them.

i followed him once. i found him while i was fighting some thalmore just south of dawnstar. so i went after him to see were he went. we west to the north of morthal. then he turned southeastish and went through labrythian. then turned east and i lost him just west of hamvirs rest. we had attracted the attention of a few frost trolls,sabrecats,skeletons,bandits and i think even some wolves. and they were all chasing us. i got stuck on some rocks and it got to be daylight before i could get sight of him again. now my question is how did you get the skull on his head like that.

oh i mustve skimmed over that part. cause i read what you said about seeing at dragonbridge the road outside of whiterun. but appearently the headless horseman can be found in many random places. but hamvirs rest is where he always goes.

I got two Philters of the Phantom from doing the misc quest: Investigate Shroud Hearth Barrow. You get it from the innkeeper of the town at the bottom of the Throat of the World. Klimmek, a resident of that town, will ask you to deliver supplies to the Greybeards, when you go to answer the Greybeards's call. When you go to investigate, all the draugr are dead, and what appears to be a ghost tells you to leave. He's behind a gate with a puzzle of four levers. Get to him, (Weylin, I think his name was) and kill him. Then, take his journal after looting him for his Philter. Another Philter is near his bedroll. (Remember, I only got two) Take the journal back to the innkeeper to finish the misc quest.

I chased the horse dude into the Laboryntian... I spelled that wrong...
But after having to deal with the trols, he was gone. it would be cool to have a quest for the Philter, but I don't know. I've tried to follow him on many accounts, but he always finds a way to disappear through more things to fight.

I saw him galloping across the sky once. Bug? I was standing on the dragon bridge and he flew straight down river an easy arrow shot above my head. If you're ethereal why not? Kinda eery.
