Quest The Fallen glitch

I am playing on Xbox one and I am currently playing the main questline and got to the point where I used the elder scroll and beat Alduin and have to go to dragonsreach to convince the Jarl (Vignar in this case) to let me use it to catch a dragon. The problem is the dialogue options are not appearing for me to ask him. Does anyone have any ideas on how to fix it? I am playing a modded game for reference by the way. Thanks in advance!!

I actually found a solution on my own so if anyone else has this issue, you have to walk from the throat of the world into high Hrothgar then down to white run (I just scaled down) then into dragonsreach and it appeared.
