PC Hearthfire Fails?

I downloaded Hearthfire, and it didn't affect anything. I deleted all my mods, started a new save, and I only noticed a couple of new things (that maybe I could have missed before. A boy at Old Hroldan selling foods I hadn't seen before and broken iron swords?)
Can anyone help? Is my Skyrim game just screwed up? The game has been crashing a lot recently...

If I remember right, the first thing that happens after the install is you get a visit from the messenger. If you've not gotten that I'd say something's gone awry.

Is there any way to fix this? If I delete skyrim and redownload, will I have to pay again? Someone, please help me.
