I recently bought the skyrim anniversary edition on ps4, played through and got the letter from the jarl of falkreath, read the letter, spoke to him and did the "kill the bandit quest" when I returned he said "talk to my Steward to buy land" but the Steward doesn't have any option for that
I havnt done any dark Brotherhood quests or any civil war quests
Edit: I joined the storm cloaks until I "liberated falkreath" then spoke to the new jarl and steward, that fixed it.
